2 questions - deployment and backup vm's

Maybe a stupid question (sorry for that) but I'm trying to understand how to configure it correctly.
I was using the backup functionality in Proxmox itself before, but I would like to use Proxmox Backup server to take advantages of its additional features.

Is it best practice to deploy the backup server to a new VM within Proxmox?
and how can I grant access to Proxmox to access all those VM's to backup then?

Is it a personnal conf?

Professional => Never use backing server on Virtual host.
Personnal => Yes you can. But you can too install it on physical pve node, they doesn't listen the same port.

It's recommended to use PBS on it's own dedicated server do reduce complexicty, dependencies and potential failures. In a professional context this is what I would do.
In my homelab budget I can't afford a dedicated server at the moment. For this reason I have two PBS vms which are backupping each other and the remaining vms/containers of the PVE cluster. These backups are synced to a third PBS instance on a vserver of a hosting provider.
