Have you installed the latest updates before you try to install Ceph?

What is the output of apt update?

Yes! Replace the installation source with Ali source in China, and execute apt upgrade to update the system

and execute apt upgrade to update the system

Always upgrade with apt full-upgrade or apt-get dist-upgrade.

Try to run that first, it will hopefully find dependencies that need to be installed and try to install Ceph afterwards.
