high processor useage

I just installed Proxmox VE on a new server. I only have two VM's installed, - one running ESXI to get things back up and running from my past ESXI Server. - and one running Windows XP for a Legacy need to run DOS. Inside the XP VM Processor Usage is nearly 0. But in the Hypervisor it is 90% +...
