Slow install for PVE1.5
Honestly this sounds like a disk issue not a Proxmox install issue. Have you tried to diagnose the disk to see if it bad? I recommend running badblocks on it for a few days and seeing the results. But I second the statement to stay with WD Black's or I would also recommend the RE3's.- chadfu

Poor pveperf performance
From my experience that is really low. I am running two 6/i's and have never had performance that low. Form what I have seen most people believe it is a fake raid, which it is not. I have done dozens of tests and found that with my Proxmox installation the best mode is having a BBU with...- chadfu
