Found the problem. For some reason, the processor on the HP BL465c Gen 5 ones, all of their CPU had the AMD Virtualization option disabled by default. Enabled it and it works.
Created a new VM with Windows 2012 R2. All Windows Update up to date as of March 2019.
Made a full clone of the VM (Clone #1) and started the clone no problem.
I sysprep'd the clone: sysprep /generalize /oobe /shutdown
Sysprep was successful and shutsdown.
I made another full clone of it...
Didn't work. Gave up installing proxmox on this HP BL 465c G6. Spent so much time troubleshooting it. Ended up installing Citrix XenServer 7.6. Citrix XenServer 7.6 installed no problem, like a glove, just like VMware Esxi 6.5. So the problem is Proxmox's Linux Kernel.
Decided to leave...
I've tried to use OSForensic as suggested by Proxmox and the USB Flash drive does not boot up.
I've used BalenEtcher and it works. However, during install, it is stuck at this:
