    For those who are facing the same problem - indeed, the problem is in RAW disks. I've switched to chroot as described here: https://forum.proxmox.com/threads/high-wait-io-after-and-load-average-upgrade-to-proxmox-4.25128/#post-127103 That fixed my problem completely. It works flawlessly now.
