Activate passive ports on for FTP:

I am using Proxmox Virtual Environment 5.4-13 for a long time. Now i want to use my server ip's port 20 for FTP data. But it doesn't open.
I have disabled firewall, also activated with a rule Accept 20 but it cant't open. Does anything that i could do?

I bought a Server from Hetzner recently. I added 2 Failover IPs to it. I'm testing on it everything now. I want to add some VM over Failover IPs. I have only one NIC. How can i do it?
I was trying it on Hetzner Cloud Servers. So I think its not suitable for them. Now i will try on dedicated servers on vSwitch on local network. Everything will be fine i guess. I will try your solution in the future if i have a chance.

Me too. Proxmox supposed to leave open 8006 and 22 ports, didnt it? Or before we activating datacenter's firewall, we must add these port rules?
(I'm only practising it, i don't lose any data. Only I want to know how to configure it properly.)
