Depends on your workload, if its mostly single threaded then Faster cores help, else go for more cores. but in your case the the Xeon E3 1240 V6 is better. but why take this. for a similar price point you will get AMD Ryzen or for a little more get AMD EPYC 8 Core

We have multiple VM running Server 2019 Std. 64 Bit. But the performance for inter-vm transfers is very low.
if we do a iperf3 test between the 2 VM running Windows Server 2019...
Give How much ever RAM you can to ZFS and trust me it makes a difference. More the RAM ZFS can use to cache. more the performance
