Seems like it isn't even attempting. Could be the version of the IPMItool. Is there a recommended version?
Could we please get a supported method of installing and configuring IPMI on Proxmox 3.0-3.1? Updating your wiki would be fine as well. Please let us know when we can test.
I just tried installing it via aptitude on Proxmox 3.0 and I got the same error. Here it is:

Will this also fix the crazy slow backups that we run into? Our problem may be different, but we are backing up to an NFS volume and it works for *some* linux virtual machines, and even for CentOS machines, but for this particular one, it slows down to a crawl within the first 3% of the backup...
Would it be possible to do migrations via rsync with compression on? This would allow a 500GB blank file to be migrated at GBps speed.

Ok, here is my problem. I know that pre-allocation is the best performance, but I don't always care about top performance when creating a virtual machine. When density is more important than performance, I would really like to be able to deploy QCOW2 from the GUI without having the data...
