UPDATE I found a partial fix. The problem I was having was because the CD used to boot pfSense was connected using IDE. If connect it using scsi I am able to boot into the installer.

Yes can confirm. Neither my PFSense (FreeBSD 14) nor my OPNSense (FreeBSD 13.2) booted.
