What are all the permissions I need to grant a role if I want it to be able to see a vms console, see the summary, send commands in the console, and using a file editor like winscp have access to the vm?

So, I recently broke my server and the grub is beyond repair, i tried fixing with a live cd and no use, so I put the HDD in a linux machine and now have the vms backed up onto an external drive, but I cant figure out how to now reinstall them back onto my server, the files are saved into folders...

I have a Proxmox VE and I'm running 5 vm's recently my internet liked to cut out and I cannot access the server and then later found out that the server is the cause but i dont know whats in the server or my router that would be causing this. The internet would just no longer work on any device...
