Its possible that the Proxmox firewall is preventing access from IPs not on the local network. Maybe check that?

When you say external, do you mean from the internet? Of from your LAN?
From your LAN, you'd just login to the Proxmox GUI and from there choose one of the console options, including VNC, which is why I'm confused by your question.

You need to configure the network settings in the Centos VM itself. Proxmox cannot set them (unless you happened to use a cloud-init image).
During Centos installation, did you enable networking and set up a public IP?

But after installing this week's new kernel in the VM and doing a reboot, the problem has mysteriously gone away.
Unfortunately I don't know if it was just the reboot or if it was the kernel that resolved...
