If it's a IP filter the protocol should no matter.
Anyway, http requests on port 80 are still processed fine on IP 4.4.4.4. So the filter is not taking any effect.

Then, what I do is go to /etc/pve/firewall/100.fw and remove the line with the IP 4.4.4.4

When the server is booting and showing the grub selector, press "e" to edit options, and edit the line:
linux /boot/vmlinuz-4.4.13-1-pve root=/dev/mapper/pve-root ro quiet intel_iommu=on rootdelay=15
Then press F10 to save, and boot is ok

Hello, I've restores a OpenVZ container vzdump in a Proxmox 4 with LXC.
It's a CentOS container with cPanel.
quotas option is enabled.
But I get this error:

Doing a apt-get upgrade, stopped in lxc-pve_1.1.5-6_amd64.deb and nothing more happens...
