192.168.1.1 is (I guess) an ISP router/modem, that has probably got an active DHCP server running.
Not sure what USB specs your touch screen has, but:
- try plugging in the touch screen directly into the mini pc, without any USB hubs etc.
- try switchting the touch screen between USB 2 and USB 3 ports (high speed, full speed)

Your laptop is rj45 cable connected and DHCP is not assigning it an ip address.
Have you checked that wifi is disabled/turned off on that laptop?
Maybe the laptop wants to use wifi before lan cable...
Maybe update your motherboard BIOS with the latest firmware version?

192.168.100.0 and 192.168.100.255 are not used,
because 0 and 255 are the broadcast ip addresses.
I'm surprised that Proxmox "accepts" this .0 as an actual useable address...
That Apple keyboard has Bluetooth connectivity (wireless/network related).
Maybe try a simple el cheapo USB keyboard, just for testing and plug it in an USB-A port?

Maybe your onboard nic is connected with the USB hub/controller on the motherboard.
A Raspberry Pi also has this construction.
Can you connect the keyboard to another USB port, if there are any free?

Or see what lsusb gives for output, you can see the USB ports...
Just what gurubert says, you can run Proxmox on it.
You can also add an extra (Intel) network card in a free pci-e slot, but I'm pretty sure that will not be necessary.

I even think the official Proxmox wiki describes the "add modules" steps.

Install MATE desktop environment and xrdp in Mint LXC:
# apt install xrdp
-reboot
# apt install mate-desktop-environment

How I set it up really quick and easy :
- Debian lxc template (low specs, lightweight)
- install PiVPN and choose Wireguard: https://docs.pivpn.io/install/
- open a port in your router (can be 51820 or some other port)
- add WG clients and scan QR code on your smartphone (iOS and Android).

Very basic:
Check the utp cables visually (dog/cat can chew them..)
Also check all rj45 connectors if they are seated properly ("click" in switch port).
Ping does not "resolve" an address, it just sends an echo and receives a reply.
