Is it possible to change the container ID?

I'm still getting this issue. CTs are dropping about 20% now...

No Firewall, speedtest-cli and like 5% cpu

My proxmox server has around 940mbps down and about 500 up. On a container with unlimited bandwidth, its being limited to around 100mbps and about 90mbps up. How can I remove the limitation, It is like this for all containers.
