Just out of curiosity, I deleted pve2 again, reinstalled and named pve4, plus gave it a completely new IP, 192.168.86.46. Still no dice. Same exact thing happens.

Same here. I have GPU passthrough that works fine on 5.13.19-4. Only my onboard SATA controller breaks.

Same issue here. Unfortunately 5.13.19-4 is the most updated without forcing a manual update to 5.15. Anybody file a bug report yet? EDIT: Filed a bug since I couldn't find one. https://bugzilla.proxmox.com/show_bug.cgi?id=3857
