I installed a 2nd 2k25 server, updated it until no further update was available and CPU type = host works.
So I guess the OP has used an ISO file which does not include the previously mentioned KB package.

Althought it's a bit confusing if "Default (Email)" & "Email (legacy)" are the same.

Just doubled checked: There is nothing in context nested virtualization running on the VM. It's an out of the box VM, domain joined, roles installed and promoted as DC.
No WSL, no Hyper-V and also no VBS.
My PVE would in general support nested...
My conclusion:
Windows file server worked after I used "download new updates" at the beginning of the upgrade. I had not to change from virtio-scsi to sata.
For my Windows DC I had to change to sata to get the upgrade done.

Jap, aber der Markt ist hier halt dennoch sehr überschaubar.
Bin dahingehend auch gespannt, wie sich die Preise für Flashspeicher in den nächsten Monaten über entwickeln werden.
Ich hätte noch Intel und Solidigm am Schirm - wobei ich glaube, dass Intel das Flash-Geschäft ja gecancelt hat.
Bin ich froh, dass ich noch eine Optane besitze.
