The way you are talking about doesn't allow to start VM on second host. Because the VM config files will stay on primary host that is down. The only way to have VM on secondary host are:
- copy VMID to secondary host : not a clean way
- restore backup : too long

In fact, I want to be sure that we (easiest way possible) decide to start the VM (manually) in case of failure on main server. In that way we would never be in a situation of split brain.

We are using a proxmox cluster since 3 years now.
Here are the spec of the two physical servers:
2*16 cores Xeon E5-2640 v2 @ 2Ghz
64 Go of RAM
RAID10 of 4 * SAS 10K disk
