As far i'm concerned, your vmbr0 is not linked to a physical network, thus, will not work. Edit1: Here is one of my setups: https://imgur.com/a/reg6OlL Proxmox is "behind" the firewall. Don't know if its the best practice, but its working fine.

Nice! Im using pve 5.2 and whenever i'm not able to shutdown, i login via ssh and use qm stop vmid. Happens to work too!
