Some updates. Apparently I have better luck with SeaBIOS, managed to get 8 gpus passthrough correctly on a 256GB RAM VM. Correctly as in nvidia-smi showing all the gpus. Unfortunately I have issue if I set the VM's RAM higher ( => 512GB) Will share here if I find out more.
