ive done some research and have figured out a partial solution for why you get apt-get install hp-ams. (HPE proliant g8)
you need to use dist/project_ver = stretch/10.62
i got this info right from the hp repository site https://downloads.linux.hpe.com/SDR/project/mcp/
do i change to the sources, to the same as ones i would use for proxmox?
deb http://ftp.debian.org/debian buster main contrib
deb http://ftp.debian.org/debian buster-updates main contrib
deb http://download.proxmox.com/debian/pve buster pve-no-subscription
I am also having a problem updating to v2.1, currently on v2.0-4.
root@pbs:~# apt update && apt dist-upgrade
Hit:1 http://ftp.ca.debian.org/debian bullseye InRelease
Hit:2 http://ftp.ca.debian.org/debian bullseye-updates InRelease

i reinstalled proxmox repeated steps.
i was able to pass the first sas disk through surprisingly, but the second sas drive gave the same error:
qemu-img: Could not open '/dev/disk/by-id/scsi-35000c50058fbc697': Could not read image for determining its format: Input/output error
