Problems with changing the ip addressroot

I have installed Proxmox on my Intel NUC. I can't open Proxmox with the IP address I created. I am trying to change the ip address in the file /etc/networks/interfaces. I save the file and run ifdown vmbr0. Then I restart Proxmox with shutdown -r now. Proxmox then shows the old ip address. What am I doing wrong?

You also need to edit /etc/hosts.
 
The question is - where does Proxmox show the old IP? Is it on the console screen before you login? Thats just a welcome text from /etc/issues. Its supposed to be dynamically updated, but that may not happen always based on some reports in forum.
Did you check the output of "ip a" ?
