Create 2 rules:
* rule with higher priority - From object '.*google\.com', and '.*\.ir' as who-regex, action 'accept'
* rule with a lower priority with action block
(This is quite a radical ruleset - and I doubt that you will not run into issues with it - but it can serve as a start...)
