traffic destined for open UDP port not passed to VM

I have a syslog server running on a ubuntu 20.04 VM on UDP port 1514. tcpdump shows the traffic getting to the proxmox host, tcpdump on the guest doesn't show the traffic. This is lab environment with a single host, and there are no VLAN's, and firewalls are disabled at Datacenter, host, and guest levels. Where can I look to gain an understanding of where and why the traffic is being dropped??

This ended up being an application problem, and I didn't catch it with tcpdump because I wasn't watching the proper interface with tcpdump in the ubuntu VM
