I have cluster proxmox 3 node
using Linux Bridge for public network VM
How can limited VM use only IP have been assign cannot change to other IP

You cannot do that from PVE, it's a guest problem, but you can limit what IP can transmit data from your VM via the PVE VM firewall. You create rule that enabled the source IP you want to transmit and reject or drop all other connections.
