RBallooning only triggers at ~80% host memory usage by default. Until then VMs can get up to the max set. See here and here.

Another option would be to run a PVE7 VM inside your PVE9 host. Obviovusly this would be a bad idea for VMs performancewise. For VMs it's best to migrate them to your new host and be done with it. But if you happen to have some old containers...
