re-assigning disks to other guests can be easily done in the Hardware tab of the individual guest, via the Disk Action > Reassign owner button.
Or you can also do it (in bulk even, if so desired) via the CLI...

It's by design. VM disks are tied to the VM ID. If you want to change the ID, you need to rename the disk in order to attach it to another VM with another ID.
