changing PCIe cards, adding CPUs etc. can always change the PCI ID of any cards.
This is heavily dependent on the Motherboard / BIOS and how this vendor handles such things.

I ended up pulling out all my docker containers from LXC containers and instead created a dedicated VM for each docker application. This won't ever be a problem for me again!
