PVE needs about 1.5G for the OS and its services. Some of the memory can likely be swapped out without causing issues if needed. KSM and ZRAM can help too. I'm not sure I fully understand your question but PVE does not reserve memory for a VM...

Well networking 101, eh. It was the network cable in the end. Can't believe it as it only stopped working after the reboot. Weird. Anyways, replaced the cable and now the nic is showing up plus I added another for redundancy in case something... -
