JWelcome to the Proxmox Community :) Adding a physical drive via the WebUI is currently only possible for LXC. For VMs, there are a howto in the wiki, which you have probably already found. There is already a feature request for this.

Well, then I would say that it mainly depends on whether the disks need to be encrypted or not. If not, Proxmox Installer; if so, Debian 13 and then Proxmox on top of it.
