Have you checked the IP configuration of the hypervisor? Does vmbr0 indeed not have an interface attached?
Compare the output of "ip a" and "cat /etc/network/interfaces" across the nodes.

I am having the same issue on 2 of my 3 proxmox servers bare metal, this started on 6.17.2-1 and i was hoping 6.17.2-2-pve would resolve it. If I use 6.14.11-4-pve no issues.
For reference, the existing Hyper-V Server deployment (on identical hardware) yields the following results:
