With multiple objects in a rule, is the condition AND or OR ?

Gone through the filter section in manual but it didn't mention.

If I have multiple objects, is the rule only triggered when all of the objects are met or just one ?

For example,

eg 1) if I'm trying to block outgoing spam.

I add all three What Object Spam Level (4), Spam Level (5), Spam Level (10) into the rule.

Will the filter only be triggered if a mail is flagged by all three object ?

eg 2) If I add an additional To object (Blacklisted email) to eg 1)

Will the filter be trigger if the To of the mail is in the Blacklist, or it will only be trigger when To is in the Blacklist AND it need to be classified as Spam Level (4/5/10) ?

Good question but would presume it to be all must match and not just some parts or else they would have put in "or and" conditions.

I always found that mail rules do not work with multiple what/who condition.
I just create single condition per rules and set priority accordingly.

a Spam Level X What Object matches all mail of level X and above so your example is equivalent to just specifiying Spam Level (4)

Actions of a single rule are all carried out

However I would suggest - to quickly test it out - create a rule - add a To object matching your testing e-mail address and send test-mails - this is quite fast to setup and you get a good understanding of how the mail-filter behaves.
