Shut the cluster down to move it across the house and now just the windows VM is complaining about the lack of bootable devices. I can see it has access to the storage where it made the image but I don't know why it does not boot from it.
Looked at the storage for this VM and looks to all be there. Three partitions ranging from small (5MB) to large storage I gave it. Not sure why the boot process isn't picking up the drive.
