Windows Server 2016 limited to 100Mbps

I am running Proxmox VE 8.3 and have a Windows Server 2016 instance that won't get over 100Mbps connection speed. It shows as being connected at 10Gbps. I have other VMs that are able to achieve 1Gbps when running speed test, one Debian the other Windows 10, both on the same Proxmox server. I have tried removing and reinstalling the virtio drivers. I also tried the Intel driver that should have provided 1Gbps but it was also limited to 100Mbps.

Any ideas of what to look for?
