When I would buy a OEM license for a VM this should work, but it would be bound to that VM.
If I want to install or recreate the VM, the license would become invalid, I guess.
Is it possible through the SMBIOS option to give it the same hardware id if I recreate the VM?

Or do you need to buy a new license everytime?
 
What do you mean by recreate? If you restore a backup of this very machine it will work. So without getting into the deep jungle of licensing, just backup your machine after activation (should be the first thing after updates) and store it on a remote location. If your machine crashes somehow, just restore this backup.

If you use ZFS or QCOW2, just snapshot your machine after installation and you can always revert back.
