where does Proxmox store the SMTP configuration that was set via the web Gui

Hi,

I assume you mean for the notification system, as configured through Datacenter > Notifications?

That is stored in /etc/pve/notifications.cfg and the accompanying passwords in /etc/pve/priv/notifications.cfg, as they are cluster-wide settings.
