I have a VM with 12gb of mem, The VM says it uses 4% of the 12Gb. Proxmox tells me it uses 90+% of the 12Gb!!!!!!!!!
What should I believe

Depends on the point of view ;)

This looks like the dashboard of a pfsense box -> FreeBSD based. FreeBSD doesn't report back detailed memory consumption info via the ballooning deivce. Therefore Proxmox VE can only show the full usage of that guest from the outside. In other words, how much the full virtualization is currently using from the hosts perspective.

You can compare the output of info balloon between different VMs when you enter it in the "Monitor" sub menu of a VM to see what they report back when queried for their memory consumption.

Also searching the forums for this topic will bring up quite a few discussion :)
