A first draft of the webhook target implementation was posted to our development mailing list:

Somebody is clearly hyped about the upcoming Factorio DLC.
Regarding the webhook patches, there are a couple of issues left with the proposed solution; I hope that I'll get around to it soonish.
Please make a reply in this thread when it's ready, or if you need some testing
What a timely time to be here as I am also wanting this. Piping to Mattermost for all things, updates, etc.

I'm getting an error when trying to create a webhook for Discord:
I've followed the discord section example of the Webhooks of the PVE Admin guide documentation using my discord webhooks link provided by discord. Has this feature actually been pushed to update repos or am I doing something wrong in my configuration?
