web interface not working

today web interface stopped working ,
1) Restarted
2) run apt-get install pve-manager get error :
The following packages have unmet dependencies:
pve-manager : Depends: qemu-server (>= 1.1-1) but it is not going to be installed
Depends: pve-cluster (>= 1.0-29) but it is not going to be installed
Depends: libpve-access-control (>= 3.0-2) but it is not going to be installed

Depends: pve-firewall but it is not going to be installed
Depends: pve-ha-manager but it is not going to be installed
Depends: pve-container but it is not going to be installed
E: Unable to correct problems, you have held broken packages.


3- updated /etc/apt/sources.list

still the same error .

uname -r
4.4.35-1-pve

I checked systemclt , it is very rare

pve-ha-crm.service not-found inactive dead pve-ha-crm.
pve-ha-lrm.service not-found inactive dead pve-ha-lrm.

You system is not correctly installed. Try to fix with

# apt-get dist-upgrade
