Web interface not working

So we just upgraded from 2.3 to 3.1, and after rebooting I removed apache2, but the webinterface doesn't seem to be working. How can i go about starting or checking the status of proxmox's webserver?

I've tried the following so far;
Code:
#pveproxy start
unable to create socket - IO::Socket::INET: Address already in use
Code:
#service pve-cluster restart
Restarting pve cluster filesystem: pve-cluster.
 
What error do you get at the client? What url do you use to connect? Try to clean client cache an try again.
Sorry i didn't include more information;

I get Error code: ERR_CONNECTION_REFUSED - I'm using It was working before the upgrade.

What browser/OD do you use? Please clear you browser cache and try again. Also test with a

BTW, I can connect to your server without any problem from here.

Sorry, i pasted the wrong server; is the one we can't connect to. What service can we use to restart the webserver? I've tried several browsers and from both work and home at the moment.

The second server, i did a purge of apache before rebooting and it seemed to be OK. For this one, we purged after rebooting.

/etc/init.d/pveproxy restart
 
I can also connect to that server without any problems.

Ok that is weird, it is working for me now also. I haven't touched anything on the server! I tried 3 different browsers from both home and work earlier and none worked.
