Web interface connection reset

I followed the instructions here to install proxmox on a fresh Debian stretch installation: https://pve.proxmox.com/wiki/Install_Proxmox_VE_on_Debian_Stretch

When I get to the part "Connect to the Proxmox VE web interface", I can't connect to the web interface (ERR_EMPTY_RESPONSE). I've tried connecting from outside (http://192.168.178.20:8006) and from inside (http://127.0.0.1:8006).

Even with a bare connection it just disconnects:

$ telnet 192.168.178.20 8006

GET / HTTP/1.0
Connection closed by foreign host.​

syslog and daemon.log show this repeating every minute:

Besides that, I don't see any logfiles that are being updated.
