Web GUI safety out

Hi,
i switch the Web GUI out ( because of the safety ) per Shell
/etc/init.d/pveproxy stop

The Web GUI is then out!

After 1 Day the Web GUI is automatically again ON. Why?

who starts the service?

maybe on Cronjob?
