Web Gui broken after full disk

On one of my proxmox server the root partition got filled up caused fom a backup with the vm stop option. Even after removing all temporary data from /var/tmp the web gui and the pve sync don't work anymore.
When I manually restart the apache2 I can connect to the web side but it shows the following error:
ERROR: 500 Can't connect to localhost:83 (connect: Connection refused)
Unfortunately this is the master server.
I am using proxmox version 1.3.

I could now get the web gui back by restarting all services manually.
But after restarting service vz, one openvz machine hangs with the following error:

vzquota : (error) can't lock quota file, some quota operations are performing for id 108
vzquota on failed [7]..failed

Try to stop and start the container again, this usually fixes the quota message.
