vswitch troubles at Hetzner

Hi I've got 6 x ax102 servers at Hetzner
plus a 1G switch for corosync
plus a 10G switch for ceph

Proxmox installation went smooth (from the iso, via kvm)
but as soon as the hosts were up I noticed that they couldn't ping each other
on the public IPs.
(inbound and outbound traffic was fine, they just couldn't see each other on their public IPs)
I 'fixed' this first problem with a 'pointopoint' definition
and a dummy virtual bridge
(not very proud about that anyway)

Ceph and corosync are working fine
so I've added a vswitch (vlan tag 4000) with a /27 subnet
and the VMs can use it.

Then I've added a secondary vswitch (vlan tag 4001)
also with a /27 subnet
but I'm not able to use with, with the VMs.

I've tried various combination of 1400 MTU and vlan tags
on both the hosts and the VMs
but I'm unable to get it to work.

Please let me know if you are able to spot my problem(s)
(I'm looking at a solution without iptables rules or additional routing)
or PM me if you can provide professional consulting.

I'm attaching the file /etc/network/interfaces
(/etc/network/interfaces.d/ is empty)
