VM Parameter activation at boot and HA management

Hi everyone I have 2 VMs in HA on a cluster, in a small group of only 2 nodes with active boot options and starting order 8 -10 in the cluster. I noticed that if I turn off the node where the VMs reside and turn off the same VMs, they are migrated to the node with the priority I have established. When I turn the node back on, the migrated VMs that are stopped (regular shutdow procedure) despite having the start options at boot do not start. Only manually I can get them started and immediately after they are migrated to the original node as per my directives. The question I ask is:
1) If the VMs are managed by the HA, are the activation values at boot and the power on priority of the machines ignored?
2) Furthermore, to perform an integral shutdown of the cluster, which is the correct procedure or rather the order to stop the nodes?

Thanks for the info about the start at the boot of the VMs, frankly I had the doubt that being managed by the HA, the restart conditions can be considered an anomaly as the cluster must always remain in quorum. For the cluster shutdown procedure I had already read the policies declared by the documentation. Anyway thanks for your information.
