VM Lagging Problem when CPU usage 99%+

My Proxmox have 2 VM Windows Server 2019
when somehow my windows VM CPU will 99% or 100% then it will hang the VM.
I can't restart this VM from proxmox web GUI on this time.

Is there anyway to configure that, when a VM CPU Usage will 98%+ then my VM will auto restart?
 
Why would you restart a VM when it’s hitting high cpu loads? Even a short spike is nothing unusual and would result in a reboot. I would investigate other things like the I/O delay in PVE when it comes to high loads. In addition what‘s the reason for a (constant) high load inside the VM.
 
When I restart then my vm load normally without any problem, that's why I want to configure it.
CPU High Load Reason : big data report download time from my website database.
