VM in proxmox

Hello!!
I'm new in Proxmox, and I have some questions about this environment.
If you can explain me how this environment is adapted to the Data Center, how we can relise data center with her three layers (aggregation..)

My second question is how we can Have access to VMs if we are not administrator (of course if proxmox is used in the company we can not give access to the graphical interface for all engineers)
