In creating a VM using a local storage asset that is specific to a proxmox host, and then backing up this VM, and moving it over to an other proxmox host, not connected to the 1st host inside a cluster, how does the secondary host know how to recreate the disk space attached to this VM that came from the 1st host? This local storage asset could have been file or block based.

In terms of shared storage, if I was using say, something like Truenas, with a shared iscsi target that was this this VM's storage asset upon creation, , would I still be forced to still use this same shared storage asset if I were to move it to host #2, that may not have access to it?

I'm trying to understand how portable backed up VM images are with various attached storage types between proxmox servers.

Backups are very portable. On restore, you can select if the VM should be restored to the same storage, or you can override it to be restored to a different storage.

For completeness’s sake, a PVE Cluster (single node or multiple nodes) will always assume that it is the sole owner of that storage. If you have multiple separate instances sharing the same shared storage, you will have some weird behaviour if you have the same VM IDs in both.
