Virtual Machines Freeze

SO I have Windows 2019 and Windows 10 running on a Scsi drive in proxmox. I reboot and everything is fine. Once Proxmox backup runs and the machine reboots the machine will sit on a black screen until you go to the virtual and choose shutdown. When you choose it the log will come up with "VM quit/powerdown failed - terminating now with SIGTERM." Then when you turn on the computer it works until it rebooted again.

I have no CDROMs in hardware.

I can say this is that I have 4 clusters 2 are Proxmox 6 and the 2 are Promox 7 I only have issues with Proxmox 7 clusters. Proxmox 6 works with no issue. I have an enterprise subscription and is fully updated. We have also changed out the kernel driver but that didn't help.

I have no clue where to look. Any help would be appreciated?
