Im a little stuck. I have installed the libgl1 libegl1 packages and the vm shows a display. My question is do i also need to install the graphics driver that amd offers as well? i installed radeontop and it shows an unknown card with hardly any usage. although the memory and stuff is correctly listed. Basically just need someone to confirm if the amd graphics drivers are required. Also is a reboot necessary after installing the two packages recommended by proxmox?

Then it appears to work fine. You'll get error messages when parts are missing.

Usually not, Proxmox (or Linux in general) comes with the open-source amdgpu driver, which is excelent nowadays.

Maybe radeontop is a bit out of date? Debian (stable), on which Proxmox is based, usually does not have the latest versions of software.

I use the testing branch does that make a difference? Are you aware of level1tech? He has a new setup with the intel flex gpus splitting into multiple virtual gpus that you can assign to each vm through pci pass-though. Basically creating a gpu pool that you map with resource mapping in the data center tab. is that at all possible with the amd gpu. I know its not officially supported even with the flex gpu but is it worth trying to get it working?

Maybe. Ask the maintainers of radeontop whether this is expected?

RX6400 does not support SR-IOV Maybe you can do it with an AMD enterprise GPU?

:( The only reason i thought it may is becasue it has a pci swith in my iommu groups. Here is an idea of what im talking about.
